Number of complaints in procurement system increases in 2016

Yerevan /Mediamax/. Executive Director of Transparency International Anticorruption Center Varuzhan Hoktanyan noted today that procurement system plays a significant role in the country’s economy.

He made this statement at the meeting with journalists, while presenting the results of procurement monitoring conducted by Armenian’s public agencies and organizations in 2015-2016.

 

“This monitoring program we conduct since 2008 aims to find out the corruption risks that exist in the procurement system,” he said.

 

Varuzhan Hoktanyan informed that this year they focused their efforts on three particularly sensitive directions.

 

“They are procurement complaints system, research of framework agreements and purchases per person. We also studied simultaneously SNCO-related procurement, online procurement, etc,” Hoktanyan said.

 

Procurement expert at Transparency International Artak Manukyan noted that they studied mainly the data in the Protest section of the official procurement website.

 

“It is noteworthy that complaints against Ministry of Defense increased after the April war. Only 6 complaints were received in the period of January 1-Apil 1, 2016, but the index grew by 1.5 times between April and May,” Artak Manukyan observed.

 

According to him, the increase concerns mostly the complaints on online investigation.

 

“The monitoring data of January-June 2016 shows that the number of complaints grew substantially in 2016, in particular, it registered a 25% increase compared to 2015,” the expert noted.

 

The Anticorruption Center will publish the results of the research on its website.
